The town Hall of Tabriz, which was called Balladia, was the first town hall established in Iran. It is believed to have been built in 1906 at the time when the movement of constitutionalism had achieved its success through being officially recognized by the King. The establishment of the constitution in Iran paved the way for the province to be formed. The province Assembly initiated new administrations and institutions.

The municipality of Tabriz was founded and the city council selected Gassem Khan Amir Toomun, known as Valli, as its first mayor. Being born in 1874 and educated in the senior school in Paris, Valli was a highly sophisticated man. Valli introduced telephone service and electric lights to Tabriz as well as the first printing press and publishing company in 1938. He also founded a literary circle in 1939, and as mayor of Tabriz, published a weekly magazine.
The Town Hall of Tabriz which still survives today is located in the center of the city and was built in 1933. Haj Arfa Almolk Jalili, then mayor, had the building constructed on an old cemetery site. The overall design of the building is an imitation of an eagle with wide spread wings. On top of the tower (head of the eagle) there stands a clock with four faces. The ringing bell of the clock tells the time each hour. The building is still used today as the town hall and is known locally as “The Clock Building”.
